This report presents a state-wide analysis of ASDD electoral-roll deletions in Uttarakhand under the Special Intensive Revision (SIR), 2026. It covers all 70 Assembly constituencies across 13 districts and examines 807,410 affected electors, based on ASDD rolls available at the time of analysis.

The study examines variations in deletions by constituency, gender, age group, recorded exclusion reason, geography and surname patterns, alongside constituency-level comparisons with the 2022 Uttarakhand Assembly election results and winning margins.

  • 807,410 ASD electors identified across Uttarakhand.
  • 52.0% female, 48.0% male, and 40 third-gender electors.
  • 57.7% were recorded as Permanently Shifted.
  • 20.0% were recorded as Untraceable/Absent.
  • 14.9% were recorded under Death.
  • 7.4% were recorded as Already Enrolled.
  • In 45 of 70 Assembly constituencies, the number of deletions exceeds the constituency's winning margin in the 2022 Assembly election.
  • The analysis covers 12,128 of 12,543 polling parts; figures should therefore be treated as a lower bound.

The report includes a state-wide overview followed by dedicated profiles of each Assembly constituency, documenting deletion totals, demographic composition, exclusion reasons, age patterns, surname distributions and comparisons with electoral margins.

The purpose of this analysis is not to treat statistical disparities as proof of discrimination or administrative misconduct, but to identify patterns and constituencies that may warrant closer examination, additional safeguards and further investigation.
