SIR Delhi 2026: The Excluded Roll and the 2025 Verdict

This preliminary report by Sabar Institute examines Delhi’s 2026 Special Intensive Revision (SIR) using data from all 14,947 polling parts across 70 Assembly constituencies and 13 districts. It analyses 4,756,722 uncollectable enumeration forms—32.8% of the electorate with which the revision began—by constituency, gender, age, recorded reason and geography, and reads these patterns alongside the February 2025 Assembly election results.

The report finds substantial variation across Delhi and notes that in 68 of 70 constituencies, the number of uncollectable forms exceeds the 2025 winning margin. It also examines patterns involving women, third-gender electors, working-age voters, recorded reasons such as “permanently shifted” and “untraceable/absent,” and the relationship between exclusion rates and electoral competitiveness. The analysis does not claim that these correlations establish discrimination, misconduct or causation; instead, it identifies disparities that may warrant closer investigation, safeguards and further scrutiny.
