This preliminary report examines the 158,677 names removed from Manipur’s electoral rolls during the 2026 Special Intensive Revision across all 60 Assembly constituencies and 3,014 polling booths. Using the ASD lists published by the Chief Electoral Officer, Manipur, the report analyses the geography, gender, age and recorded reasons behind these removals. PrelimReport_Manipur_Full

The analysis reveals a sharp divide between the Imphal Valley and the hill districts. The 20 hill constituencies account for 66.4% of all names removed, with an average of 79 removals per booth compared with 31 in the valley. Churachandpur district alone accounts for 38,264 removals, nearly one-fourth of the state total. PrelimReport_Manipur_Full

Women constitute 55.96% of all persons removed, and women form the majority of removals in every one of Manipur’s 60 constituencies. The report also finds important differences in the recorded reasons for removal. Permanently shifted voters account for 45.7% of all removals, while deaths account for 27.1% and untraceable or absent voters for 22.6%. PrelimReport_Manipur_Full

The report does not claim that any community was deliberately targeted. Instead, it identifies constituencies and polling booths where removals are particularly concentrated and where closer verification may be warranted, especially in the context of large-scale displacement in Manipur since May 2023.
